Abstract
In democratic states, citizens are considered cornerstones of the functioning of their territory, based on the type of democracy itself, as well as the way in which their inhabitants participate and get involved specifically in public matters. One of the most common forms of participation are civil society organizations. Chile, through the normative framework of Law 20.500, regulates associativism and incorporates mechanisms and new faculties to its communal governments in order to allow and include this practice as a right. Considering the Chilean context at the time of the study, where there is a period of municipal elections and multiple contingency events of a social nature, it is assumed that there is a greater amount of associativism and an increase in institutional resources for its use. The main goal of this research is to analyse the principal capacity factors mentioned in the literature review and materialized in those institutional resources maintained by the municipalities. As well as the municipal initiatives emanated in the determined period by the local municipalities and their correlation coefficient. A quantitative methodology of exploratory scope will be used, based on national literature gaps, with a non-experimental design of cross-sectional observation of the years 2017-2020, having as population the 345 municipalities and as sample the 16 regions of Chile. Among the main findings, it is found that regardless of the factor analysed, the municipal reality and intrinsic regional characteristics will predominate, and it is not possible to determine a general rule.
